When Does a Child Start Kindergarten in Hawaiʻi? Age Rules for Public and Private Schools

THE SHORT ANSWER
  • Public schools (HIDOE): a child who is 5 years old by July 31 starts kindergarten that school year; a child who turns 5 on August 1 or later starts the following year. For 2027–28, that means children born Aug. 1, 2021 – July 31, 2022.
  • Kindergarten is required. Hawaiʻi law requires children who are at least 5 by July 31 to attend a public or private school, and since 2014–15 they must be enrolled in a public kindergarten unless they attend a private school or are exempt.
  • Private schools set their own windows. For 2027–28 kindergarten: Punahou June 1, 2021 – July 31, 2022; ʻIolani June 1, 2021 – Aug. 31, 2022; St. Andrew’s and St. Clement’s use December 31.
  • Pre-K and junior kindergarten come before kindergarten. The state’s free public pre-K serves eligible children who are 3 or 4 by July 31; private schools such as Hanahauʻoli and Le Jardin offer a Junior Kindergarten year.

“Which year does my child start?” sounds like a simple question, but in Hawaiʻi the answer depends on whether you choose a public or private school — and, for private schools, on which one. This page sets out the public-school rule from state law and the Hawaiʻi State Department of Education (HIDOE), each private school’s published window, and how pre-K and junior kindergarten fit in.

The public-school rule: 5 years old by July 31

HIDOE’s enrollment page says children who are 5 years old by July 31 enroll in kindergarten for that school year, and children who turn 5 on August 1 or later enroll the following school year. Here is what that means by birth date:

Child’s birth datePublic kindergarten year
Aug. 1, 2020 – July 31, 20212026–27 (the current school year)
Aug. 1, 2021 – July 31, 20222027–28
Aug. 1, 2022 – July 31, 20232028–29

To enroll, families go in person to the public school that serves their home address. HIDOE accepts a birth certificate for age verification, or a passport or student visa for foreign students, and has a supplemental kindergarten enrollment form.

Is kindergarten compulsory in Hawaiʻi?

Yes. Hawaiʻi Revised Statutes §302A-1132 requires all children who are at least five years old on or before July 31 of the school year, and who are not yet eighteen by January 1, to attend either a public or private school, unless they are excluded or exempt. Subsection (c) adds that, beginning with the 2014–15 school year, a child who meets the age rule must be enrolled in a public school kindergarten unless the child is enrolled at a private school or otherwise exempt. HIDOE summarizes this as school being mandatory from age 5 (as of July 31) through 18 (as of January 1).

Whichever school you choose, state law also requires a physical examination, immunizations and tuberculosis clearance before a child first attends a preschool or a public or private school in Hawaiʻi. The physical must be done within one year before the first day.

Private schools: each school sets its own window

Private schools are not bound by the HIDOE cutoff for admission, and their windows differ. Here are the published rules for 2027–28 kindergarten:

Kindergarten windows published by HIDOE, Punahou and ʻIolani, checked Oct. 24, 2026. Read each row as the child's birth months.

Because Punahou’s and ʻIolani’s windows are longer than twelve months, they overlap from one year to the next. Punahou’s 2028–29 window is June 1, 2022 – July 31, 2023, so a child born in June or July 2022 falls inside both its 2027–28 and 2028–29 windows. ʻIolani’s 2028–29 window is June 1, 2022 – Aug. 31, 2023, so the overlap there runs from June through August 2022. If your child is in an overlap, ask the admission office which year it recommends.

⚠︎ Check every school on your list

A child born in October 2022 starts public kindergarten in 2028–29, but could apply to St. Clement’s, St. Andrew’s or Hongwanji Mission School for 2027–28. A child born in August 2022 is in ʻIolani’s 2027–28 window but Punahou’s 2028–29 window. If you are applying to several schools, make a list of each school’s window before you plan anything else.

Pre-K, junior kindergarten and preschool: what is the difference?

All three come before kindergarten, but they are run differently.

  • Public pre-K (EOEL). The state’s Executive Office on Early Learning runs a free public prekindergarten program in classrooms on select HIDOE campuses on every island. A child must be three or four years old on or before July 31 of the school year; for 2026–27, birthdays had to fall between Aug. 1, 2021 and July 31, 2023. Priority goes to groups such as English language learners, children in foster care, and families at or below 300% of the federal poverty level or receiving TANF or SNAP. HIDOE’s enrollment page refers families to EOEL for public preschool and does not mention a junior kindergarten.
  • Junior Kindergarten (JK) at private schools is a year-before-kindergarten class. At Hanahauʻoli, JK is the main entry point — for 2027–28, children born June 1, 2022 – July 31, 2023 — and kindergarten places are filled from the previous year’s JK wait pool rather than by application. Le Jardin offers PK (born July 31, 2023 – July 30, 2024) and JK (born July 31, 2022 – July 30, 2023) for 2027–28.
  • Preschool at K–12 or early-childhood schools. Mid-Pacific has PS3 and PS4 (3 or 4 years old by July 31, 2027). St. Clement’s has Preschool 3 and 4 by calendar year (born in 2024 and 2023 for 2027–28). Hongwanji Mission School has Preschool (3 by October 31) and Pre-K. St. Andrew’s Queen Emma Preschool takes children from age 2. The Montessori Laboratory School at Chaminade University serves ages 3 to 6 with year-round enrollment.
  • Punahou and ʻIolani begin at kindergarten — their grades are K–12.

If you are counting on a school’s preschool leading into its kindergarten, ask the school how continuing students are handled; most of the pages we checked do not describe it.

For families moving from abroad

  • Use your child’s birth date, not their grade at home. School years start at different times in different countries, so map the birth date onto the tables above.
  • Public school and visas. HIDOE accepts a passport or student visa for age verification of foreign students. Under federal rules, however, a student on an F-1 visa may not attend a public school in kindergarten through Grade 8; a minor F-2 dependent of an F-1 student may attend public K–12 school.
  • Health documents. Plan time for the physical exam, immunization records and TB clearance that Hawaiʻi requires before a child’s first day.

How Academia Tutor School can help

Once you know which year your child starts, the next question is how to prepare. Our Private School Entrance Exam Prep program helps young children practice listening to an adult’s directions in English, working in a small group, and answering questions in full sentences — the skills kindergarten and JK assessments look at. Lessons run Monday to Friday after school, private or in groups of up to five. In 2026, our students were admitted to 23 schools.

No tutoring program can promise admission, and we do not. Our goal is for your child to walk into the assessment calm and ready to show who they are.
